Fixed is not still
Fixed stars are so called because they do not travel the zodiac as planets do. They still shift: precession of Earth's axis moves them about fifty arcseconds a year, one degree every seventy-two years. The position of Regulus is therefore not a fixed number.
Against your birth moment
The stars are precessed to the moment of your birth, not to today. Otherwise your chart would drift every year.
A tight orb
A star counts as a contact only when it stands close enough to one of your points. That limit is deliberately tight: with a wide orb every chart touches everything, and then a hit means nothing.
